Description
From the episode "Daredevil Run" Turbo Teen and crew are escorting a government witness from CA to NY and when in NY they get chased onto outdoor ice rink and the ice changes him back to Brett. Shortly after Dragon (the bad guy) kidnaps Paula (the witness) and Alex drags Brett into a beauty parlor and puts him under a industrial hair dryer to change him into Turbo Teen.

Wow, the classic beauty parlor TF, I remember this one! I agree with the comments too, you'd think these women would freak out to see this teen changing into a car next to them. Maybe it was the heaters or the intense heat frying their brains to notice, I always hated the heat coming from these hair dyers.
